Federal Marshall Tim Rackley and wife Dray, a sheriff's deputy of LA receive news that their only child is dead, a victim of a child molester. The news is revealed as the family and guests are waiting for the arrival of the victim, Ginny, to her birthday party.  Dray is overcome with rage, while Tim is numb.The statistics are that 50% of marriages do not survive a traumatic loss of a child.  The couple separates because they are afraid their marriage will not survive their emotions. Tim is recruited to join "the Commission," a group that reviews cases where the court has let a guilty person free due to some technicality where evidence is not allowed to be used during the trial. The Commission tries these cases and votes on the evidence. Tim goes along for the chance to review the trial evidence of his daughter's killer.
The kill clause goes into effect and Tim's life is in danger. He has been undercover since joining the commission.  The novel makes up for the stilted beginning.
